Hiro came to visit to see Anna in Arendelle from the portal that he and Tadashi have invented and Anna have invited Hiro to a royal ball and knowing that Hiro's modern clothes might be a confusing sight to all the people of Arendelle, Anna gave Hiro a royal outfit to wear for the occasion of the royal ball.
Hiro kind of has a crush on Anna, but Anna only sees Hiro as a friend.
